Save the Children in Indonesia is changing for the better.. We've begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a “Prospect Member”. As ‘Prospect Member’ Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle income countries.. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership. We are currently seeking to fill the following position:


MEAL OFFICER - South Sulawesi Program

ROLE PURPOSE:
MEAL Officer will work under Supervision of MEAL Coordinator & National MEAL Advisor will ensure staff adequately understand the complex Monitoring Evaluation and Learning (MEAL) framework of the program and support the team with mechanisms to monitor activities and report against indicators. The post holder will ensure that learnings from the project are documented and shared to improve the quality of interventions, and that community accountability mechanisms are established and maintained in Makassar and Soppeng Office


QUALIFICATIONS AND EXPERIENCE
  • Bachelor’s degree in relevant field.
  • Excellent interpersonal skills and demonstrated ability to lead project team work as well as to develop and maintain strong relationships project staffs and beneficiaries
  •  Ability to perform and prioritize multiple tasks 
  • Strong analytical and writing skills.
  • At least 2 years work experiences with non-government organizations, at least some experience in managing M&E for development project (preferably  from Agriculture or livelihood project)
  •  Knowledge of project cycle management and showing excellent skills in methods of monitoring and evaluation systems.
  •  Excellent written, verbal and presentation communication skills in English and Bahasa Indonesia
  • Ability to work fast, effectively and independently in often high pressure environments, working across a number of teams to deliver high communications output.
  • Proven experience in research, monitoring, evaluation and documentation of all relevant data & information both quantitative and qualitative regarding the project activities.
  • Computer literacy skills in particularly related to M&E tools such as SPSS and knowledge in other database program would be an advantage
  • Experience in working in multicultural environment
  • Proven experience in establishment of accountability mechanisms. Experiences on knowledge management system is a plus
  • Solid project management skills with a proven history of delivering results
  • Ability and willingness to frequent travel to field locations

Background

Three decades after ASEAN was established, ASEAN Leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN.

It was of this concern that ASEAN Leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Commemorative Summit in Kuala Lumpur Malaysia on 15 December 1997.      

After its establishment, the ASEAN Foundationhas been tasked to support ASEAN’s community building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction, and close collaboration among the business sector, civil society, academia and other stakeholders in ASEAN.

We continue to complement ASEAN priorities. To date, we work to strengthen the ASEAN Community.

We work in four thematic areas of education, arts and culture, media development and community building. We provide support in the form of scholarships, fellowships internships and exchanges. We organize meetings, conferences, roundtables and workshops in support of the ASEAN Community.


Position Summary

The Programme Management Officer (PMO) will work closely with programme team members, under the supervision of the Programme Manager and the guidance of the Executive Director.

The Programme Management Officer (PMO) will work as part of the programme team and will be responsible for supporting the monitoring and evaluation, research, and learning of the ASEAN Foundation. This includes supporting the programme, communication and finance teams to track progress against outcome indicators; assess, propose and implement improvements to ASEAN Foundation’s procedures and policies to facilitate learning in the organisation.

Summary of Key Functions:

1)      Project Management and Programme Support (50%)
  1. Support all M&E activities for assignedinitiatives/projects including monitoringdata quality, tracking the progress ofactivities, and contributing to staffcapacity building initiatives as necessary.

    Systems Development
  • Work closely with the Programme Manager, to ensure effective management of programme monitoring and research commitments and deadlines
  • Support project/programme teams onways to properly document, organizeand capture program progress
  • Contribute to the development of procedures, planning, and tools for monitoring, reporting, and (final) evaluation
  • Provide input to proposals in matching proposed objectives and activities with appropriate indicators, monitoring and evaluation activities
  • Contribute to the preparation and the conduct of external project evaluations by acting as the focal point on evaluations
  • Support research about the impact of our work, including by reviewing results over time

    Data Management and Analysis
  • Liaises with programme/project teams to collect and analyses data and determine progress achieved by individual projects
  • Creates and updates a data bank on the programming process including updates on progress of initiatives/projects, as well as operational issues in the organisation
  • Support timely entry of data by the Programme team and raise alerts to Programme team and Programme Manager, if there are delays
  • Maintains data integrity in our database

     
2)      Communications, Reporting and Outreach (30%)
  • Regularly documents lessons learnt on various initiatives by the ASEAN Foundation
  • Collaborate with the Communication Unit in the selection and dissemination of the organisation and project results, success stories, lessons learned, etc
  • Review and analyze bi-monthly reports with Programme Manager to identity the causes of potential bottlenecks in project implementation and to enhance quality of reporting
  • Contribute to monthly reporting of progress and impact of the programme team’s work, including preparing evidence of sharing internally and externally
  • Support the Programme Manager in reviewing donors reports to ensure high quality reports are submitted on time

     
3)      Supporting the Executive Director and the Board of Trustees Meeting (10%)
  • Support the preliminary screening of partnership/sponsorship requests, concept notes for further action by following up with the relevant focal points, for the Executive Director 
  • Prepares reports on performance of projects and the organisation for the review of the management team on a monthly and quarterly basis and the Board of Trustees on a bi-annual basis

    Education and Experience

  • A Bachelor Degree in International/Development Studies,Monitoring and Evaluation, Information Management, Social Sciences, or a related field. 
  • A maximum of 1-2 years of relevant work experience. This may include relevant internships.

The USAID Jalin Project (hereafter referred to as “Jalin” or the “Project”) is a five-year initiative implemented by DAI Global, LLC and its consortium of partners – IntraHealth, Vital Strategies, and Market Share Associates – to work with USAID to facilitate and support partnerships through a co-creation process that brings together a diverse range of public and private sector actors to leverage domestic resources, increase the pace at which reliable local evidence is made widely available and utilized to design and implement local maternal and newborn health (MNH) solutions..

Jalin will contribute to a maternal and newborn health movement in Indonesia that: (a) brings together actors, including those traditionally outside the health system, to use local evidence and global best practices to co-create, test and adapt local solutions; (b) addresses evidence gaps by identifying where and why maternal and newborn deaths are happening and uses that information to co-define and create local solutions; (c) engages the public and private sectors to co-finance scalable local solutions to support partnerships and ensure that the poor and vulnerable have access to essential services; (d) catalyzes new and existing partnerships, local solutions and co-investment through a whole-of-market approach across the projects areas of technical focus; and (e) fosters a culture of learning and adaptation.

General Position Summary
The Partnerships Director is a member of the Jalin senior management team, reporting to the USAID-Jalin COP and leads Jalin’s efforts to identify, engage, network and negotiate partnerships with a variety of stakeholders comprising existing and promising maternal and newborn health market actors to foster scalable improvements in maternal and newborn health outcomes.  This includes private healthcare providers, commercial enterprises, banks, private equity firms, micro-finance institutions, finance and technology companies, CSOs and other not-for-profit organizations, academic institutions, professional associations, mainstream and digital media social media, national and subnational government entities, etc. The Partnerships Director will implement a strategy to engage partners around prioritized problems to achieve impacts in maternal and newborn health engaging traditional and non-traditional actors to contribute to Indonesia’s SDG goals. The Partnerships Director will combine sound partnerships management and human resource management skills with a high level of efficiency, a creative and consultative approach to development of local solutions, good external stakeholder representation skills, and the cultural/management sensitivity to create and sustain partnerships.

Duties and Responsibilities

Networking & Representation:
·       Engages influential public and private sector actors through stewardship of the Multi-stakeholder Advisory Body (MAB) that provides leadership, expertise and political support for development of the MNH movement in Indonesia on the national level.
·       Leads quarterly MAB meetings addressing priority topics, such as defining the specific role of the  MAB, compelling others to act, advancing the MNH movement, etc.
·       Builds and maintain positive, dynamic working relationships among key strategic partners and stakeholders.
·       Identifies local consultants to support solutions and partnerships for engaging the poorest and most vulnerable related to MNH.


Partnerships Development:
·       Directs, conducts and documents a stakeholder mapping process framed by Jalin prioritized maternal and newborn health evidence to identify potential stakeholders for engagement as experts, innovators, and investors to address local problems and create solutions in support of MNH outcomes.
·       Develops partnerships that apply co-creation approaches to evidence-driven solutions and advocacy at national and subnational levels.
·       Develops a variety of approaches to engage public and/ or private investors to support the incubation and scale of new and existing local solutions.
·       Mobilizes technical assistance to Build local capacity to employ a facilitative, co-creation approach to identifying and solving local problems.
·       Engages the public and private sectors to actively co-invest in feasible, technically-sound, scalable local solutions across Indonesia to improve MNH outcomes and ensure that the poor and most vulnerable have access to essential MNH services.
·       Directs partnerships engagement process and guides field-based partnerships specialists across regional offices.
·       Lead private sector engagement efforts to identify and support private-sector actors (from within and outside the health sector) to identify and develop private sector engagement to address gaps and/or problems around MNH goods and services. These engagement opportunities include market-driven solutions,
·       Work closely with the MERLA Director to ensure effective monitoring of partnerships and private sector engagement to measure success or failure, learn, manage resources appropriately, and adapt as needed.
·       Serve as a member of the Jalin Senior Management Team, reporting to the Chief of Party, and contribute to overall success of Jalin coordination.
Support to Team Management:
·       Guide Regional Managers to identify/create similar multi-stakeholder bodies at the subnational level and facilitate their linkages with the national body.
·       Support Regional Managers to convene provincial and district-level stakeholders to review evidence and local context to define and prioritize problems for local co-creation efforts.
·       Supervises Investment Specialists to engage Supports regional teams to develop local solutions through co-creation workshops with local stakeholders in Jalin’s targeted provinces. 
·       Develops partnerships that apply co-creation approaches to evidence-driven solutions and advocacy at national and subnational levels.
·       Develops a variety of approaches to engage private investors to support the incubation and scale of new and existing local solutions.
·       Coordinates closely with Jalin technical, MERLA, and communications teams to ensure that co-creation efforts are technically-sound, with information about these activities widely-disseminated for public consumption.
·       Participate in the recruitment, selection, orientation and training of key project/ program staff, and other staff as requested by the Chief of Party and/or other Directors.
·       Facilitates team coordination and capacity building opportunities as required.

Supervisory responsibilities:
·       Supervises Partnerships Team to engage traditional and non-traditional actors for partnerships to yield scalable and sustainable interventions that lead to improved maternal and newborn health. Supervises Investment Specialists to engage investors and catalyze eco-investment to ensure the financial sustainability and scale of co-creation activities.

Other duties:
·       Provides input to all work planning and reporting documents for client, HQ, and the Government of Indonesia as required by the Chief of Party.
·       Any other relevant duties as assigned by the Chief of Party.

Essential Requirements
·       Advanced degree preferred.
·       Demonstrated capacity to engage, network and negotiate partnerships with a wide variety of stakeholders in the public and private sectors.
·       Demonstrated capacity to conceptualize, articulate, design, promote and execute co-creation processes at the national and subnational levels.

Profile of the BANTU Project:
Palladium’s Health Technical Assistance (BANTU) is a five-year project (October 2015 – October 2020), which provides USAID and the Government of Indonesia (GOI) with a flexible mechanism to effectively and efficiently mobilize the technical expertise needed (offered either through subject-matter experts or organizations) to advance national and global health priorities set forth in USAID’s Country Development Cooperation Strategy (CDCS).  

Purpose of Position
The Task Officer is a full-time position to support Chief of Party (COP) and Senior Operations Manager (SOM) of the BANTU Project.  This position will support all aspects of consultant recruitment and deployment including, contracting, organizing travel and visas, placement of consultants, in-country logistic support, etc.  S/he will ensure that the consultants’ administrative and logistic needs are taken care of in a timely manner.

Reporting requirements
The position reports to the Chief of Party/BANTU Project.

Key Responsibilities:
·         As assigned by the COP, take the lead with the recruitment process of different Work Orders which include handling the day-to-day processing of recruitment documents, contracts, and handling consultants; focusing on outreach, screening, communication, and updating the database in BIPP (i.e., talent management system for the project), and in-country logistics
·         Ensure smooth recruitment and deployment of long- and short-term technical assistance in response to requests from the client, including reference checks, processing work permits, visas, etc
·         Provide general administrative support to logistic and procurement tasks, as required including planning logistics, management of meetings, workshops, training, scheduling and confirmation of appointments, staff travel arrangements (hotel booking and ticketing)
·         Develop and nurture relationships with air service providers, hotel operators, and implementing partners to support travel logistics; identify problems, communicate, and coordinate to resolve problems related to sourcing and fielding requests for TA
·         Coordinate with Senior Finance Officer and Senior Operations Manager to develop accurate Work Order budgets and ensure timely tracking and monitoring of expenditures, budget and Work Order modification and Close Out
·         Use the BANTU Integrated Project Portal (BIPP) for recruitment; orient consultants and USAID staff on its use; ensure key knowledge products uploaded to the Assignment Tracking Module. 
·         Coordinate with the Senior Operations Manager to ensure compliance with established USAID, Palladium and BANTU contractual, operations and finance management procedures
·         Provide support to Senior Operations Manager on Project’s formalities, procurement and other operations support to the project
·         Assist COP and Senior Operations Manager and other team members to compile and document program information for contract deliverables, reports, publications and communications, as needed, and in a timely manner.
·         Coordinate, as needed, with the Senior Finance Officer to manage the process for subcontracts and/or grants under contract that may be issued under the BANTU project.


Qualifications and Experience:
·         Relevant bachelor’s degree required; master’s degree (preferred)
·         At least 3 years of program management experience and increasing responsibility with USAID funded health and development projects in Indonesia.
·         Proven experience and knowledge of USAID management, operations, and financial/budget systems.
·         Demonstrated experience in project / program administration, including support to consultancy work, recruitment / mobilisation and contracting / invoicing, etc.
·         Demonstrated ability to be proactive in managing work priorities, juggle competing tasks, and work with minimal supervision
·         Proven ability to work effectively and collaboratively with a small team. 
·         Well-developed and effective organizational skills, including to ability to multi-task, and work in a high-pressured environment.
·         Positive attitude and willingness to “go the extra mile” to ensure that the job is completed in a timely and accurate manner.
·         Sound understanding / experience in financial processing and management
·         Good written and verbal communication, liaison and interpersonal skills.
