Beasiswa Studi Singkat di bidang Pencegahan dan Pemberantasan Tuberculosis

Dear Bapak dan Ibu,

Semoga kabar Bapak dan Ibu sekalian selalu baik.

Australia Awards Indonesia menawarkan untuk menyediakan sebuah Studi Singkat di bidang Pencegahan dan Pemberantasan Tuberculosis kepada hingga 25 peserta dari Sumatera Utara, Jawa Tengah, Jawa Timur yang merupakan tiga area dengan kasus TB tertinggi serta NTT, Maluku, Maluku Utara, Papua dan Papua Barat.

Studi singkat ini terbuka untuk pelamar yang sekarang sedang bekerja di pemerintahan, rumah sakit, klinik kesehatan (Puskesmas), LSM, universitas dan sektor swasta terkait dengan bidang pencegahan dan pemberantasan tuberculosis di provinsi yang telah disebutkan di atas. Program ini adalah beasiswa penuh, semua biaya studi, perjalanan, akomodasi dan uang saku untuk keikutsertaan pada workshop di Indonesia dan studi di Australia akan disediakan oleh Australia Awards.

Challenge TB
KNCV is the lead partner in Challenge TB (CTB), the new USAID-funded 5-year global program to decrease TB mortality and morbidity in high burdened countries. We lead an international consortium with eight partner organizations: American Thoracic Society (ATS), Family Health International (FHI 360), Interactive Research & Development (IRD), Japanese Anti Tuberculosis Foundation (JATA), Management Sciences for Health (MSH), Program for Appropriate Technology in Health (PATH), The International Union Against Tuberculosis and Lung Disease (The Union), and the World Health Organization. The overarching strategic objectives of Challenge TB are to improve access to quality patient centered care for TB, TB/HIV, and MDR-TB services; to prevent transmission and disease progression; and to strengthen TB platforms.

Currently KNCV is looking for a:

Technical Officer – Operational Research
Duty Station: Representative Office, Jakarta

The Technical Officer – Operational Research (OR) will provide qualified technical assistance to National TB Program and other related stakeholder to ensure program direction and implementation of OR are in line with the National Strategic Plan. S/he will be expected to work with NTP focal person in implementation of OR activities as well as to assist NTP in ensuring good coordination with TORG and other related stakeholders involved with OR.

Key Responsibilities include:
  • Prepare annual work plans under his/her responsibility and assure timely submission of these work plans to Technical Assistance Coordinator.
  • Monitor implementation of approved activities under his/her responsibility and ensure achievement of its expected outputs in coordination with project operational unit.
  • Provide technical assistance to NTP and TORG to ensure implementation of OR, including implementation of National TB research agenda.
  • Provide technical inputs to CTB technical team and System Information and Knowledge Management (SIKM) in designing documentation of new approach/initiative to ensure that operational research questions are context.
  • Conduct evaluation and documentation of small-scale implementation of new approaches/models to provide strategic information, including the recommendations to the NTP for further decisions for policy-making.
  • Together with the senior epidemiologist(s) from KNCV Tuberculosis Foundation (Central Office), assist local researchers with report writing and publication.
  • Supervise and monitor activities related to OR and identify problems, advise on necessary corrective actions, follow-up on these actions, and prepare brief visit reports on findings and recommendations. 
  • Organize and conduct coordination meetings with various stakeholders to optimize operational research implementation.
  • Assist the KNCV-Challenge TB SIKM unit in managing accurate, reliable and timely data of OR implementation.
  • Review and provide technical inputs to periodical progress reports, review related field reports from provinces and provide field visit reports in accordance with KNCV-Challenge TB guidelines and submit it to the Technical Assistance Coordinator and the SIKM unit.
  • Participate in the regular co-ordination meetings with NTP and other partners and in district-, provincial-, national meetings of the NTP when invited by the NTP Program Manager after consultation with the KNCV Country Representative.
  • Perform other related duties as assigned by supervisor.
  
Qualifications and Competencies:  
  • Master degree in (public) health, preferably in epidemiology.
  • Minimum 3 years’ experience in research, preferably related to public health-related operational research.
  • Proven experience with all aspects of operational research: protocol writing, data collection, management, data analysis, to reporting.
  • Good managerial skills.
  • Good communication skills.
  • Fluent in English
  • Experience with writing research papers is an asset.

Dibutuhkan Asisten Lapangan Untuk Dua Proyek Penelitian

Dalam waktu dekat SurveyMETER akan melaksanakan dua proyek penelitian, yaitu :
  1. Survei Kehidupan Petani Kakao. Studi ini akan dilakukan di Provinsi Lampung dan Sulawesi Selatan. Rencana training awal Oktober 2017, dan dilanjutkan kegiatan pengumpulan data di lapangan mulai Oktober hingga November 2017. Asisten lapangan yang dibutuhkan sebanyak 20 orang.
  2. Studi Kesehatan Anak dan Ibu (SKAI-Midline).Studi ini akan fokus pada 2 jenis studi, yaitu : rumah tangga dan fasilitas. Kebutuhan asisten lapangan sebanyak 74 orang. Rencana training akan dilaksanakan pada awal November 2017, dan dilanjutkan dengan kegiatan pengumpulan data di lapangan sampai awal Januari 2018. Lokasi studi berada di Provinsi Banten dan Sulawesi Selatan.
Untuk itu kami mengundang para peminat survei untuk mengirim lamaran dengan mengisi formulir pendaftaran yang ada di bawah ini. Pendaftaran akan ditutup tanggal 25 September 2017. Syarat dan ketentuan pelamar : telah menyelesaikan studi S1 (berijazah), dan terbuka untuk semua disiplin keilmuan, suka bekerja di lapangan, mampu bekerja secara tim, usia maksimal 29 tahun, bersedia mengikuti training, dan bersedia ditempatkan di semua wilayah studi.

Netherlands Leprosy Relief (NLR), is a professional organization working in the field of leprosy and disability in 16 leprosy endemic countries. Each year, around 219.000 people globally are diagnosed with leprosy. Indonesia ranks number 3, with relatively high disability rates. NLR, with its International Office in Amsterdam, has been supporting projects in Indonesia since 1967. The main partner of NLR Indonesia is the Ministry of Health (MoH) and activities are aligned to MoH policies and priorities. At provincial level, the Leprosy Control Program Technical Advisors (LCTAs) are strengthening the capacity of the provincial and districs government’s health staff to improve the quality of leprosy services. Next to supporting leprosy control, NLR Indonesia’s inclusion and disability program aims to support and advance holistic, community-based rehabilitation and sustainable inclusive development for persons with disabilities, including children with disabilities and people affected by leprosy.

Duties and Responsibilities
 Develop annual M&E workplan together with program teams;
 Actively involved in development of annual workplan of the organisation to ensure M&E plan is aligned;
 Develop design, methodology, procedures and tools for monitoring of programs in cooperation with Leprosy Control Program and Inclusion & Disability Program;
 Ensure regularly collection of data/ information as outlined in the M&E Plan;
 Ensure user friendly reporting formats are available for partners;
 Develop indicators and tools to measure in accordance with program plans;
 Develop database and ensure all relevant data and information both quantitative and qualitative are keot up to date, and accessible by relevant staffs;
 Ensure that all program staffs contribute to and assist in implementing the monitoring and evaluation activities;
 Undertake regular data update of program processes and results including those achieved by partners;
 Analyze data/information and translate them into easy to read material for reports, studies, articles and presentations;
 Provide program staff with required data and information;
 Support program managers with dissemination of monitoring and evaluation results to donors and stakeholders;
 Provide inputs for best practices and case studies development;
 Regular monitoring visits with program team to partners as part of technical monitoring assistance;
 Ensure that all information related to program activities are collected, recorded and updated periodically;
 
Key Requirements
 Bachelor degree in relevant areas in social science or public health or a related field (such as international development, program evaluation, research methods, statistics, communication, or other relevant social science);
 At least 2 years of working experience in M&E related activities;
 Strong qualitative analytical skills, including experience using analytical software packages such as SPSS;
 Proven experience in research, monitoring and evaluation, accountability mechanism establishment, and knowledge management;
 Good knowledge of development issues and in particular publi health;
 Good communication, interpersonal, and negotiation skills;
 Good organizational skills including report writing;
 Computer literate, excelent in Microsoft Office (MS Word, Excel, Power Point);
 Able to work with minimum supervision with quality output;
 Good written and spoken English;
 Commitment to and understanding of NLR’s aims, values and principles including rights-based approaches;
 A commitment to high quality of work and efficiency;
 Concern for detail.

Position Summary
Execute the GNI community development program strategies (which may include: education, health, income generating ) and ensuring the relevancy and effctiveness of program implementation to the community in CDP area.

Key Responsibilities
  • Conduct local community development program needs assessment and surveys (which may include online survey, community workshop, etc.) in order to provide comprehensive understanding development state in the community.
  • Coordinate and review community developmentprogram plan and strategy implementation in order to ensure all programs are align with Gugah Nurani Indonesia's goals.
  • Formulate the recommendation and best case practice for future and other community development programs based on the programs evaluation to maximize its impact and increase its efficiency.
  • Prepare report of each CDP program activities in order to monitor performance and target accomplishment.
  • Maintain and improve relationship with partners, internal stakeholders (which may include local government, other NGOs, industry, etc.) to improve the overall programs of community development.

Qualifications
  • S1  / Bachelor Degree; Preferably in Developmental Studies, Developmental Psychology, Child Studies, Family Studies , Social Developmental Studies.
  • Minimum 2+ years of relevant working experiences
  • Minimum 1+ years' experience in NGO and in project site.
  • Have a good understanding about Operational Department Program Management & Relationship Management
  • Have a good understanding about Community Engagement, Activity Planning and Organizing, Monitoring and Evaluation.
  • Have a good project reporting skill

The programme works in the following intervention areas: (1)Social Assistance: capacity building for the Ministry of Social Affairs (MoSA) / Unit Pengelolaan Program Keluarga Harapan (UPPKH) to establish adequate managerial structures and improve the extension of the Conditional Cash Transfer (CCT) programme; (2) Social Health Protectioncapacity building and technical support for Dewan Jaminan Sosial Nasional (DJSN) to strengthen its role in the implementation of the National Health Insurance in accordance to National Roadmap on Health and the establishment of the new social security carrier Badan Penyelenggara Jaminan Sosial I (BPJS I, Health); (3) Inclusion of Persons with Disabilities: support to BAPPENAS, MoSA and other stakeholders on the inclusion of persons with disabilities into social protection, vocational training systems and the labour market; (4)Financial Inclusion: advisory services and technical support to BAPPENAS and other stakeholders on the establishment of Postal Savings and electronic payment systems. Since 2010, GIZ SPP has supported DJSN in preparing and executing the implementation of National Health Insurance (JKN). One of important document that has been developed was the National Roadmap on Health. Indonesia introduced a national health insurance programme (known as JKN) in 2014, based on the National Social Security (SJSN) Law No. 40 which was passed in 2004. This law laid out the legal basis for the establishment of a nationwide health insurance as part of the National Social Security system in the country.Following the SJSN Law, the GOI subsequently enacted the so-called BPJS Law No. 24 in 2011. This required the integration of the various public health insurance schemes existing at that time into a single insurance system. The BPJS law also stipulated that a single health insurance carrier, namely BPJS Kesehatan, should be established to operate the JKN scheme from 2014 onwards.

Responsibilities and Tasks
The Advisor will work closely with the Team Leader of the Intervention Area Social Health Protection”. S/he will:
  • Supporting the Principal Advisor/Team Leader of SHP to ensure the contribution of the GIZ in the social protection reform is legitimized by providing professional advice to partners and maintaining its communication;
  • Assisting the SPP in supporting DJSN in implementing their role for monitoring and evaluation the implementation of JKN – this will include, but not be limited to, designing and managing the implementation of specific studies, data analysis using existing data bases, and drafting policy briefs to inform and influence decision making;
  • Facilitating the implementation of the SHP Programme component as well as coordination with Indonesian counter parts and the other SPP components;
  • Assisting SPP in providing the advisory and technical input to BPJS Kesehatan and key stakeholders in developing tailored approaches for the implementation of the “National Roadmap on Health”;
  • Advising BAPPENAS and other key stakeholders in order to have clarification, identifying needs, developing concepts and strategies, and provides technical input with regard to the national implementation of National Health Insurance programme (JKN);
  • Contributions to the planning, documentation, monitoring and evaluation of the results achieved by SPP in the current phase;
  • Considering cross-cutting topics - such as poverty reduction, gender, inclusion of people with disabilities, vulnerable population groups – in designing of activity and policy advise to partner in implementing of its activity;
  • Active and flexible cooperation with other development partners.

Required qualifications, skills, competences and experience
General requirements:
  • Indonesian citizenship;
  • Master’s Degree in Health Economic, Health Financing, Public Health or Health Policy;
  • Having extensive knowledge and experience on Public Policy development, Social Sciences and economic;
  • Fluency in written and spoken English.

Professional experience required:
  • at least 8-12 years relevant experience in a related field; experience in advising the main stakeholders in the area of health protection/health system strengthening such as NSSC (DJSN), BPJS Kesehatan and/or Ministry of Health is advantage;
  • good understanding of social health protection reform in Indonesia, framework of social protection, (the design and implementation of) public policy and development in Indonesia;
  • demonstrated ability to develop and maintain sound working relationships with high-ranking stakeholders and/or dialogue partners from government, private sector, academia, and civil society;
  • expertise and work experience on stakeholder facilitation and moderation;
  • proven qualification to provide high-quality advice and to draft documents in Bahasa Indonesia and English for a high-level audience;
  • ability to work independently/with minimum supervision and in an international working environment.

Mercy Corps Indonesia merupakan sebuah lembaga nonprofit berbadan hukum Indonesia, dalam hal ini berperan sebagai Project Coordinator yang bekerja sama dengan sebuah bank nasional, lembaga riset, dan lembaga survei sedang melaksanakan program Mobile Financial Services for Female Entrepreneurs Program (MFS) atau Program Pengembangan Kaum  Wanita Melalui Layanan Branchless Banking di tiga kabupaten di Jawa Timur yakni Ngawi, Bojonegoro, dan Tuban. Dan pada tahun ini kami sudah mulai melakukan pengembangan ke wilayah Kabupaten Lamongan dan Gresik.

Secara umum program ini bertujuan untuk mengidentifikasi efektivitas biaya dan pendekatan yang berkelanjutan untuk mempromosikan layanan keuangan tanpa kantor kepada para perempuan pengusaha secara khusus melalui simpanan, sebagai salah satu cara untuk meningkatkan investasi dan keuntungan dari usaha yang mereka miliki.   Dan sebagai bentuk dokumentasi kegiatan, Mercy Corps Indonesia akan melakukan proses pengambilan video footage di salah satu wilayah kerja, yaitu di beberapa desa di Kabupaten Bojonegoro, Jawa Timur.



Ruang lingkup pekerjaan:

1.      Mendampingi tim video footage (kewarganegaraan Amerika Serikat) yang tidak dapat berbahasa Indonesia untuk menerjemahkan dan menyampaikan materi komunikasi kepada penerima manfaat Program MFS (perempuan pengusaha dan agen branchless banking) selama proses pembuatan video berlangsung.

2.      Menerjemahkan jawaban dan/atau pertanyaan dari para penerima manfaat Program MFS (perempuan pengusaha dan agen branchless banking) selama proses pembuatan video berlangsung.

3.      Membantu perempuan pengusaha dan agen branchless banking untuk memahami materi dan instruksi teknis pengambilan video yang diberikan oleh tim video footage.

4.      Menerjemahkan dan memudahkan komunikasi secara umum antara tim video footage dan perempuan pengusaha serta agen branchless banking, yang mencakup Bahasa Inggris, Bahasa Indonesia, dan jika diperlukan, Bahasa Jawa sesuai dengan konteks bahasa lokal.



Deliverables:

1.      Mendampingi tim video footage Program MFS dan melakukan proses interpretasi selama proses pengambilan video sejak hari pertama sampai selesai.
2.      Bersedia memberikan verifikasi dan informasi apabila terdapat hal-hal yang perlu dikonfirmasi ulang oleh tim video footage pada saat proses editing dan penyelesaian video setelah proses pengambilan video selesai (pasca produksi), jika diperlukan.
 Kualifikasi:

1.      Pendidikan minimal Sarjana Strata 1.
2.      Fasih berbahasa Inggris baik secara lisan maupun tertulis.

Interpreter akan melakukan perjalanan dari Surabaya ke Bojonegoro pada tanggal 3 Oktober 2017 bersama tim video footage dan melakukan persiapan dengan tim Mercy Corps Indonesia.

Mercy Corps Indonesia akan menanggung biaya akomodasi, konsumsi, dan transportasi selama kegiatan berlangsung.

A. Project Profile
Stunting is remain major health and nutrition problem in Indonesia. Indonesia.  2013  Basic Health Research showed that 37,2 % of under-five children were stunted.  This figure can be categorized as “serious” public health problem (Gibson, 2005). Stunted children experience inadequate height growth due to chronic under nutrition. It has irreversible impact for children especially in relation to their cognitive function. In the future, they most likely to have lower income campared to normal children. Stunting among girls, and under nutrition among adolescence girls  will lead to undernourished next generation. Studies also demonstrate that stunted children are more like to develop degenerative diseases.        
Through the National Communications Campaign Project, MCA-Indonesia is supporting the Ministry of Health  to raise awareness of and promote behavior change to prevent and reduce stunting in 11 districts across South Sumatra, Central Kalimantan and West Kalimantan.  Drawing on the demonstrated commitment of the GOI to advance child health and nutrition efforts and complementary to the broad base of ongoing nutrition-related programs in country, this project will help bolster the body of knowledge for evidence-based nutrition interventions and also serve as a hallmark first investment of its kind focused on the lesser known issues of childhood stunting.
IMA World Health (IMA) is a technical public health organization that has a mision to create healthier communities by collaborating with key partners to serve vulnerable people around the world. IMA’s vision is health, healing and well-being for all. IMA has been commissioned by MCA-Indonesia to implement the NNCC. 
 
B. Background for DQA
The National Nutrition Communication Campaign (NNCC) Project has been implemented since November 2015. The campaign activities varied from mass media and social media campaign, advocacy meeting at national, district and sub-district level, as well as village level activities such as posyandu activation, mother support group, counselling, interpersonal communication, and male engagement. In order to assist project in evaluating its performance and identifying factors that contribute to project outcomes, an M&E system has been implemented along the project.
Particularly for NNCC Project, the regular monitoring system that has been implemented is require to be strengthened and improved in order to ensure the quality of data reported. The quality aspects minimally reflect the following items: accuracy, reliability, precision, completeness, timeliness, integrity, and confidentiality. Therefore Data Quality Assessment (DQA) will provide evidence base for decisions and helps improve the quality of data reported.
 
C. Purpose
The NNCC Project delivered by IMA World Health seeks technical support to assist in the refinement and implementation of a data quality assessment (DQA) protocol and tools to evaluate the data quality.  The objective of the DQA is to strengthen the monitoring and evaluation processes for NNCC, and improve the quality of data reported to the national level. In consultant with the NNCC Program – IMA World Health, the consultant will develop the protocol and tools to the NNCC context and assist the NNCC program to conduct DQA surveys in selected districts that has been implemented the program.  
 
D. Specific Tasks: 
Work with support from IMA World Health staff Jakarta office to complete the following DQA activities within the specified timeframe:   
  1. Develop DQA protocol and tools for the NNCC context by working with IMA World Health staff - Jakarta.  
  1. Conduct a Data Quality Assessment (Data Audit) of NNCC project in selected NNCC districts in collaboration with NGO partner and IMA World Health team.
  2. Conduct the data analysis and reporting of the data audit findings.
  1. Develop recommendation for improvement of NNCC MEL system based on field experiences following the DQA activity. 
E. Deliverables:
  1. Develop NNCC-specific protocol, steps and data collection tools.
  1. Conduct training for IMA – World Health DQA Team
  1. Preliminary analysis to be submitted to IMA – World Health after field exercises in English.
  2. Final report results of DQA  in English.
 
F. Schedule
 
DQA process will be conducted during September – October 2017
 
G. Qualifications:
  1. Advanced degree, Masters or above, in public health or relevant discipline
  2. Strong English language oral and written communication skills
  3. Experience in developing DQA protocols and tools and implementing DQAs for health or nutritioninterventions
 
H. Duration and Type of Contract 
Period of Performance: The position of DQA Consultant is on contract basis for 20 working days for period of September 18, 2017 – October 31, 2017.
