A. Project Profile
Stunting is remain major health and nutrition problem in Indonesia. Indonesia.  2013  Basic Health Research showed that 37,2 % of under-five children were stunted.  This figure can be categorized as “serious” public health problem (Gibson, 2005). Stunted children experience inadequate height growth due to chronic under nutrition. It has irreversible impact for children especially in relation to their cognitive function. In the future, they most likely to have lower income campared to normal children. Stunting among girls, and under nutrition among adolescence girls  will lead to undernourished next generation. Studies also demonstrate that stunted children are more like to develop degenerative diseases.        
Through the National Communications Campaign Project, MCA-Indonesia is supporting the Ministry of Health  to raise awareness of and promote behavior change to prevent and reduce stunting in 11 districts across South Sumatra, Central Kalimantan and West Kalimantan.  Drawing on the demonstrated commitment of the GOI to advance child health and nutrition efforts and complementary to the broad base of ongoing nutrition-related programs in country, this project will help bolster the body of knowledge for evidence-based nutrition interventions and also serve as a hallmark first investment of its kind focused on the lesser known issues of childhood stunting.
IMA World Health (IMA) is a technical public health organization that has a mision to create healthier communities by collaborating with key partners to serve vulnerable people around the world. IMA’s vision is health, healing and well-being for all. IMA has been commissioned by MCA-Indonesia to implement the NNCC. 
 
B. Background for DQA
The National Nutrition Communication Campaign (NNCC) Project has been implemented since November 2015. The campaign activities varied from mass media and social media campaign, advocacy meeting at national, district and sub-district level, as well as village level activities such as posyandu activation, mother support group, counselling, interpersonal communication, and male engagement. In order to assist project in evaluating its performance and identifying factors that contribute to project outcomes, an M&E system has been implemented along the project.
Particularly for NNCC Project, the regular monitoring system that has been implemented is require to be strengthened and improved in order to ensure the quality of data reported. The quality aspects minimally reflect the following items: accuracy, reliability, precision, completeness, timeliness, integrity, and confidentiality. Therefore Data Quality Assessment (DQA) will provide evidence base for decisions and helps improve the quality of data reported.
 
C. Purpose
The NNCC Project delivered by IMA World Health seeks technical support to assist in the refinement and implementation of a data quality assessment (DQA) protocol and tools to evaluate the data quality.  The objective of the DQA is to strengthen the monitoring and evaluation processes for NNCC, and improve the quality of data reported to the national level. In consultant with the NNCC Program – IMA World Health, the consultant will develop the protocol and tools to the NNCC context and assist the NNCC program to conduct DQA surveys in selected districts that has been implemented the program.  
 
D. Specific Tasks: 
Work with support from IMA World Health staff Jakarta office to complete the following DQA activities within the specified timeframe:   
  1. Develop DQA protocol and tools for the NNCC context by working with IMA World Health staff - Jakarta.  
  1. Conduct a Data Quality Assessment (Data Audit) of NNCC project in selected NNCC districts in collaboration with NGO partner and IMA World Health team.
  2. Conduct the data analysis and reporting of the data audit findings.
  1. Develop recommendation for improvement of NNCC MEL system based on field experiences following the DQA activity. 
E. Deliverables:
  1. Develop NNCC-specific protocol, steps and data collection tools.
  1. Conduct training for IMA – World Health DQA Team
  1. Preliminary analysis to be submitted to IMA – World Health after field exercises in English.
  2. Final report results of DQA  in English.
 
F. Schedule
 
DQA process will be conducted during September – October 2017
 
G. Qualifications:
  1. Advanced degree, Masters or above, in public health or relevant discipline
  2. Strong English language oral and written communication skills
  3. Experience in developing DQA protocols and tools and implementing DQAs for health or nutritioninterventions
 
H. Duration and Type of Contract 
Period of Performance: The position of DQA Consultant is on contract basis for 20 working days for period of September 18, 2017 – October 31, 2017.
