POSITION SUMMARY:
The M&E Assistant will be responsible for providing assistance to M&E Specialist and M&E Officer in developing and managing the M&E system and activities, including the coordination of externally conducted evaluations, and implementing an M&E Plan for a high-quality, results-oriented project focused on strengthening government’s capacity and commitment to prevent and address gender-based violence (GBV) in Eastern Indonesia. Position will be based in Jayapura, Papua, with project-funded travel in the Eastern Region and to Jakarta. The position is contingent upon continuation of donor funding.

RESPONSIBILITIES:
The M&E Assistant will assist the M&E Specialist to oversee the implementation of the program’s M&E activities and data reporting requirements. Specific responsibilities include but are not limited to:
·         Receive, clean, compile, enter, and store M&E data on a timely basis;
·         Enter and update data on a timely basis;
·         Regularly update databases including relevant trackers;
·         Liaise with staff to ensure timely submission of documentation and proactively follow up to collect missing documents;
·         Work with the Communications Assistant to track submission of bi-weekly reports and track activities;
·         Support routine spot checks and data quality assessments;
·         Support the development of monthly indicator reports, other M&E reports as needed, and tracking progress against targets;
·         Provide support with the analysis of information and with drafting quarterly, annual reports, workplans and other reports required
·         Support with project reviews and evaluations;
·         Support M&E specialist and M&E Officer in conducting M&E training for project personnel and stakeholders;
        Support the M&E Specialist in ensuring that lessons learned are fed back into project implementation.
        Participate in the development of M&E team’s weekly, monthly and quarterly work plans;
        Any other tasks that may assigned by M&E Specialist and/ or Chief of Party
QUALIFICATIONS:
Education:   Bachelor’s degree or equivalent in social sciences, international development, international relations or a related field, and/or specialized training/certification in monitoring & evaluation.
Work Experience:
·         At least three years of experience in the monitoring & evaluation of donor-funded international development projects
·         Knowledge of USAID reporting requirements and experience compiling data for donor reports preferred
·         Experience conducting qualitative and quantitative data collection activities
·         Experience with project monitoring activities, conducting spot checks and analyzing findings
Skills:
·         Fluency in Bahasa Indonesia and English required;
·         Strong oral and written communication skills in English;
·         Well-developed analytical and writing/presentation skills;
·         Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint);
·         Excellent interpersonal skills;
·         Team player, able to work respectfully and cooperatively with colleagues of different national and cultural backgrounds with an open and collaborative style that encourages teamwork and cooperation;

ROLE PURPOSE:
The Area MEAL Coordinator will be responsible to ensure quality implementation of MEAL activities for Family First, GATES program, and Advocacy departement. Health, Hygiene and Nutrition (HHN) Coordinator - Lombok Emergency Response

ROLE PURPOSE:
This post holder will be based in Lombok, NTB and will work with Operation Field Manager to plan, manage, oversee and monitor the implementation of health hygiene and nutrition and Preventing and Response to Malaria Outbreak related activities both in the  North Lombok and West Lombok District. The post holder will support management, programme planning, monitoring and evaluation, procurement and the oversight of programme implementation. In addition, S/he will facilitate any related health hygiene trainings, participatory learning action (PLA) and will represent YSTC in health cluster during recovery process. The post holder will actively monitor programme activities, ensure quality of YSTC’s programme and will lead the engagement of communities in HHN and Malaria programme designs.

QUALIFICATIONS 
  • At least 3 to 5 years of working experience in HHN / WASH in emergency, fragile state or development programmes
  • Relevant university degree (preferably Master degree) in Public Health, Engineer, social work, social sciences, psychology, development or other relevant field (relevant and significant work experience will also be considered). Clinical background/degree is an added value
  • Excellent knowledge and skills in child rights, child protection, public health, Community based health services, community resilience, psychosocial support, community/youth development and mobilization, especially in an emergency context
  • Experience working with at-risk children and families,
  • Experience of remote managing programmes in complex settings
  • Proven capacity to coordinate, and coach staff in HHN skills and programme management
  • Experience of, and commitment to, working through systems of community participation and accountability
  • Proven experience as a trainer and in developing structured and comprehensive curricula and training manuals.

Position Title: Monitoring, Evaluation, Research, Learning and Communication (MERLC) Advisor 

Position Description:
Reporting to the Chief of Party, the Monitoring, Evaluation, Research, Learning and Communications Advisor (MERLC Advisor) will serve as the senior MERLC technical expert for the USAID TB Private Sector Activity. The Advisor will provide technical assistance and oversight to monitoring and evaluation (M&E), research, learning and communication activities, including the development and dissemination of tools, materials, reports, papers, and intervention linked research. The Advisor will also establish an M&E system, including data collection, analysis, and reporting on key output, outcome and impact indicators for the Activity, and work closely with the technical team to ensure compatibility and coordination within the existing M&E framework, and consistency with national and donor requirements. The Advisor will oversee data analysis and production of data use products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
The position shall be based out of Jakarta Indonesia and for a period of 5 years. The recruitment is contingent upon final USAID approval of the candidate.

Key Responsibilities:
·       Oversees M&E, research, learning and communication activities for the TB project.
·       Leads development and oversee implementation of an M&E system to collect, interpret and aggregate data that demonstrate impact and program accountability and progress..

Minimum Requirements:
·       Masters’ degree in Public Health, Epidemiology or Statistics or another related field.
·       At least eight (8) years of relevant work experience in M&E in developing countries with USAID projects.
·       Experience developing M&E plans for tuberculosis programs.
·       Demonstrated research experience and skills, complemented by collaboration with varying types of partners.
·       Must have extensive knowledge in collaboration, learning, and adapting concepts for health projects.

Provides daily oversight of the activities of the financial analyst staff, including review and approvals for daily transactions. Provides relevant fiscal information to executive or senior management team.. Assists with development and management of internal financial audits... May develop formal reporting system to communicate results of audit activities to management and regulatory compliance agencies. Provides leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP). Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) may also be required. Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources. Selects, develops and evaluates personnel to ensure the efficient operation of the function.

 DUTIES AND RESPONSIBILITIES:             
·       Review of all financial transactions for assigned portfolio to ensure transactions are recorded timely into the accounting system and reviewed for accuracy and completeness.

Position Title: Accounting and Finance Officer

JOB SUMMARY/DESCRIPTION              
The incumbent is responsible to conduct financial accounting duties and provide support to the Accounting and Finance
Unit of the FHI360 Indonesia office. 

 DUTIES AND RESPONSIBILITIES:             
·       Prepare payment vouchers to process all vendor invoices, travel expense reports and other program-activity payments for assigned program portfolio.  Ensure completeness of supporting documentation and accuracy of entries for financial reporting.
·       Prepare all advance requests (workshop, travel, subawards) ensuring availability of funds and monitoring all advances of assigned program portfolio to perform timely reconciliation of advances per the Country Office policies. 
·       Ensure completeness of supporting documentation and accuracy of entries for financial reporting. 
·       Prepare monthly financial close reports, including bank reconciliations, to submit to Corporate Accounting each month.. 
·       Ensure all financial transactions for any assigned portfolio of the project  , oversight to ensure transactions are recorded timely into the accounting system and reviewed for accuracy and completeness.  
·       Reconcile subrecipient advances and expenses, update subaward tracker upon reconciliation.
·       Oversee petty cash management and records.
·       Maintain and update the office financial files ensuring up-to-date records/trackers and all finance files are electronically filed in the office.
·       Perform review of project expenses and prepare documentation related to VAT-exemption requests.  Update and maintain internal control system for all VAT related transactions and exemption requests.
·       Perform other duties as assigned.

QUALIFICATIONS
Education/Experience:
·       Bachelor Degree in Business Administration, Finance or Accounting or related field, and minimum 5 years’ relevant experience in a business setting.
·       Proficiency in spreadsheet software required
·       Prior experience working on USAID programs and working in an international NGO environment.
·       Prior experience in private sector and subaward management would be an advantage.
·       Must be able to read, write and speak fluent English
