Latar Belakang
Jawa Tengah merupakan provinsi yang memiliki jumlah penduduk miskin terbesar ke-3 di Indonesia. Pada satu sisi, di Jawa Tengah juga menjadi provinsi dengan tingkat upah minimum regional (UMR) terendah ke-2 di Indonesia setelah DI Yogyakarta. Dengan tingkat UMR yang rendah, Jawa Tengah sangat menarik bagi para investor industri padat karya, khususnya garmen, untuk berinvestasi di Jawa Tengah.  Jumlah investasi besar yang masuk tentu saja membawa konsekuensi pada permintaan atau kebutuhan tenaga kerja yang besar. Namun ironisnya, di Jawa Tengah masih memiliki tingkat pengangguran dan kemiskinan yang relatif tinggi. Kondisi ini terjadi karena berbagai faktor, salah satunya adalah adanya kesenjangan (gap) antara kebutuhan/permintaan tenaga kerja dari industri dengan kualitas ketrampilan kerja yang dihasilkan dari lulusan sekolah vokasi dan lembaga pelatihan kerja yang tidak sesuai dengan kebutuhan industri
SINERGI (Strengthening Coordination for Inclusive Workforce Development in Indonesia) merupakan sebuah proyek yang didanai oleh USAID yang dilakukan oleh Konsorsium yang terdiri dari Rajawali Foundation (RF) dan Pusat Transformasi Kebijakan Publik Indonesia (TRANSFORMASI). SINERGI bertujuan untuk memperkuat koordinasi pembangunan ketenagakerjaan inklusif melalui pelibatan tripartit, yakni pemuda, perusahaan, dan pemerintah daerah guna memperbaiki akses informasi kaum muda dari golongan ekonomi kurang mampu dan rentan terhadap pelatihan kerja, kesempatan dan peluang kerja.
SINERGI selama 15 bulan fase piloting (2017-2018) akan melakukan beberapa kegiatan penting untuk mendukung penguatan koordinasi kebijakan pembangunan ketenagakerjaan inklusif di provinsi Jawa Tengah, yakni: (1) pemetaan aktor & pemangku kepentingan (workforce champions mapping); (2) penelitian ketenagakerjaan inklusif (workforce research); (3) dialog nasional ketenagakerjaan inklusif (workforce dialogues); (4) pembentukan Kelompok Aksi (POKSI); (5) pelaksanaan Dana Sinergi (Opportunity Fund); (6) Major Events, meliputi: (a) Pemuda-Perusahaan-Pemerintah Daerah (3P Meeting); (b) Human Resource Workshop; (c) Youth festival; dan (d) Awareness raising campaign
Berdasarkan hasil pemetaan pemangku kepentingan (workforce champions mapping) yang telah dilakukan oleh Tim SINERGI[1]menemukan bahwa simpul-simpul permasalahan koordinasi pembangunan ketenagakerjaan inklusif di Jawa Tengah yaitu: (1)asesmen kebutuhan berbasis inklusi sosial, dimana simpul ini terkait dengan persoalan tidak tersedianya dokumen grand desain & road map pengembangan kapasitas pemuda miskin dan rentan; (2) akses informasi peluang kerja, dimana simpul ini terkait dengan belum adanya strategi pemberian akses informasi ketenagakerjaan yang inovatif dan adaptif terhadap kebutuhan generasi milineal; (3) link and match sistem pelatihan kerja, di mana simpul ini terkait dengan desain sistem pelatihan kerja yang belum berpusat pada kebutuhan, aspirasi, potensi dan minat kelompok pemuda miskin dan rentan; (4) pola pendampingan, pemagangan dan penempatan kerja, dimana simpul ini terkait dengan sistem pendampingan peserta pelatihan yang belum optimal sehingga belum mampu membentuk karakter mental dan kemandirian para pemuda miskin dan rentan;
(5) kurikulum dan modul pelatihan berbasis inklusi sosial, simpul ini berkaitan dengan masalah subtansi kurikulum yang belum menggunakan pendekatan PYD (positive youth development) dan YEE (youth economic empowerment); (6) Co-design innovative solution, simpul ini berkaitan dengan persoalan keberadaan rencana aksi bersama antara pemuda-perusahaan-pemerintah daerah (3P), serta mainstreaming ketenagakerjaan inklusif ke dalam dokumen perencanaan pembangunan daerah; (7) komunikasi kebijakan ketenagakerjaan inklusif, dimana simpul ini berkaitan dengan lemahnya kapasitas pemaangku kepentingan dalam melakukan advokasi, sosialisasi, dan dialog kebijakan ketenagakerjaan inklusif di daerah.
Kelompok penerima manfaat langsung (direct beneficiaries) kegiatan Dana SINERGI (Opportunity Fund) yakni kaum muda berusia 18-34 tahun dari golongan ekonomi kurang mampu dan rentan, serta berpenghasilan kurang dari $2/hari. Oleh karena itu, setiap Konsorsia 3P yang akan mengusulkan kegiatan peningkatan ketrampilan kerja dan perbaikan akses informasi kerja bagi kaum muda harus memenuhi ketentuan dan kriteria kelompok penerima manfaat sebagaimana ditetapkan oleh SINERGI.

Rincian Tugas & Tanggung Jawab (Duties and responsibilities)
A. Project Management
·         Mengelola sistem databased kaum muda penerima manfaat kegiatan SINERGI yang diintegrasikan denganBaneficiary Tracking System
·         Melaksanakan pengumpulan, pengolahan dan analisis data hasil verifikasi dan asesmen profil kaum muda penerima manfaat Dana Sinergi (Opportunity Fund)
·         Melakukan pengumpulan, pengolahan, pengukuran, dan analisis data terkait pelaksanaan kegiatan pelatihan kerja, pemagangan kerja, dan pendampinan usaha yang dilakukan oleh 16 konsorsia 3P dengan pembiayaan dari Dana Sinergi (Opportunity Fund)
·         Melakukan monitoring, pengukuran capaian indikator kinerja, pengolahan dan analisis data kegiatan-kegiatan POKSI/SINERGI, khususnya major events SINERGI
·         Melakukan monitoring dan evaluasi capaian kinerja POKSI dalam menjalankan rencana aksi inovatif bersama ketenagakerjaan inklusif
·         Mengembangkan metodologi dan tools untuk mengimplementasikan M&E Plan sesuai kebutuhan POKSI/SINERGI
·         Mengidentifikasi champion/best practice dari penerima manfaat, konsorsia 3P dan anggota POKSI yang dapat dijadikan promosi atau hasil pembelajaran kegiatan SINERGI
·         Mendokumentasikan dan melaporkan suscces stories dari pelaksanaan proyek SINERGI
·         Melakukan kunjungan lapangan untuk memverikasi laporan, mendokumentasi, memonitor dan melaporkan kegiatan SINERGI
·         Melakukan input data ke dalam sistem FULCRUM
·         Menyusun pelaporan hasil monitoring dan evaluasi terkait capaian indikator-indikator kinerja proyek SINERGI
·         Melakukan kegiatan lainnya yang ditugaskan oleh Deputi Director dan Project Leader yang sesuai dengan keahlian dan bidang pekerjaan

                                      

Coordination and Networking
·         Melakukan koordinasi dengan tim M&E Mitra Kunci – USAID terkait  M&E Data Quality Assurance danBeneficiary Tracking System (BTS)
·         Melakukan koordinasi dengan POKSI ketenagakerjaan inklusif, khususnya terkait pengembangan databased profil kaum muda miskin dan rentan di kabupaten/kota mitra SINERGI
·         Melakukan koordinasi dengan Deputy Project Leader SINERGI, Youth Officer, dan Partnership Officer terkait mekanisme pengumpulan data untuk kebutuhan monev

Authority :
·         Melakukan perubahan/penyesuaian data untuk kebutuhan monev dari setiap kegiatan SINERGI, khususnya pelaksanaan Dana Sinergi, dengan mengacu pada Workplan & MEL Plan SINERGI
·         Memilih subyek dan tema kegiatan SINERGI yang akan diangkat sebagai success stories dan/atau hasil pembelajaran SINERGI

Deliverable Outputs :
§  Dokumen laporan hasil pengolahan data 400 pemuda penerima manfaat Dana Sinergi yang telah diverifikasi oleh Tim Verifikator Data SINERGI
§  Dokumen laporan hasil pengolahan dan analisis data hasil asesmen potensi, minat, dan kebutuhan pelatihan kerja dari 400 pemuda penerima manfaat Dana Sinergi
§  Laporan berkala hasil monitoring capaian indikator-indikator kinerja (KPI) SINERGI
§  Laporan berkala evaluasi hasil kegiatan-kegiatan SINERGI, khususnya pelaksanaan Dana Sinergi

Kualifikasi dan Kompetensi yang dipersyaratkan :
  • S1 bidang sosial
  • Berpengalaman 8-10 tahun dibidang yang sama di pelaksanaan program/proyek, lebih disukai dibidangmonitoring & evaluation
  • Berpengalaman bekerja dengan INGO atau lingkungan internasional adalah nilai tambah.
  • Berpengalaman bekerja dengan proyek USAID lebih diutamakan

About the Program: Project HOPE has collaborated with a leading pharmaceutical company to implement a Respiratory Health Program in Indonesia. The program on strengthening Respiratory Disease Management Capability at selected Puskesmas/RSUD, empower patient groups for treatment adherence and create policy advocacy in the national level.    
Key Responsibilities:
1.   Collecting data and information from the stakeholders, government and partners/others NGO for preparing reports.
2.   Lead the developments programme and advocacy strategy with support from Program Manager.
3.   Coordinates and supervises the partner organizations in program implementation and documentation.
4.   Analyzing and identifying challenges of the projects under his/her line management to keep the works on schedule.
5.   Identifying and managing risk associated to delivery of projects in coordination with Program Manager.
6.  Consolidate the work plan and budget plan for the programme in coordination with the partner organizations. 7.   Monitors program budgets jointly with Finance Manager and Program Manager.
8.   Monitors progress and performance of supported partners and implementations of programme components on the basis of reports and field visits.
9.   Ensure timely and quality reporting on the programme to Program Manager
10.  Execute any other duties as assigned by the supervisor.
 
Requirements:
1.  Bachelor’s degree in Public Health or relevant with over 3 years of experience in public health programs in Indonesia.

INTRODUCTION

The Global Green Growth Institute (GGGI) Indonesia Program, known as the 'GoI-GGGI Green Growth Program' (GGP), aims to demonstrate that green investment is possible and can become the norm both for investors and for planners, ultimately improving the quality of growth and development. Through the Program, GGGI collaborates with the Ministry of National Development Planning (BAPPENAS), the Coordinating Ministry of Economic Affairs, the Ministry of Finance, the of Energy and Mineral Resources, the Ministry of Environment and Forestry, and PT Sarana Multi Infrastruktur (“PT SMI”).

GGGI Indonesia closely collaborates with Fiscal Policy Agency (FPA) under Ministry of Finance (MoF) to provide technical assistance and consultancy in relevance to climate finance/investment. The FPA is a “think tank” for MoF which has the strategic role as the formulator of fiscal and financial sector policy recommendations, with the scope of work that covers analysis in macro economy, state revenue, expenditure and international cooperation. The FPA also serves as focal point or National Designated Authority (NDA) for Green Climate Fund (GCF) in Indonesia.

The NDA has selected GGGI as Delivery Partner to implement GCF Readiness and Preparatory Support Programme Proposal (“the Readiness Program”) which has been approved by the GCF on 8th June 2018. GGGI will compose a team (“the Readiness Team”) consisting of GGGI existing staff, new recruits, individual consultants and consulting firms to perform deliverables as said in the Readiness Program.                                                                                      

PURPOSE

  • Execute operational and administrative services to ensure prompt, responsive, accountable, and high-quality to the NDA and the Readiness Team in Indonesia
  • Support the preparation of knowledge dissemination materials including the development of presentations about Green Climate Fund and the NDA
  • Manage and maintain documentation of activities and events, including minutes taking for the NDA.
  • Support the GCF and Investment Specialist in the coordination and liaison within the Ministry of Finance, other line ministries, government task force, pool of experts, and other stakeholders for the NDA and the Readiness Team for example through the preparation of official letters, event invitations or other relevant activities.
  • Organize events, documentation, calendars, and assist in preparation as well as implementation of activities like procurement, budgets and payments, invitations and confirmations, organizing logistics, and other required items
  • Closely collaborate and liaise with GGGI's operations team to ensure accordance with GGGI’s rules and procedures
  • Support administration process of the Readiness Team to develop recommendation reports to the Head of FPA

REQUIREMENTS

QUALIFICATIONS

  • Bachelor’s degree in social sciences or commerce disciplines or related fields
  • At least 3 year of relevant experience working and be responsible on relevant areas to the post
  • Familiarity in working with government agencies in Indonesia
  • Fluency in both spoken and written Indonesian and English
  • Able and willing to travel within Indonesia if necessary

Loker Enumerator SMERU

Lowongan Tenaga Lapangan Studi Sensus Kios Sarana Produksi Pertanian
Dalam rangka pelaksanaan penelitian sensus kios penjual sarana produksi pertanian, The SMERU Research Institute membutuhkan total sebanyak 270 enumerator untuk seluruh daerah studi. Penelitian ini akan mengambil lokasi di 4 provinsi yakni Jawa Timur, Jawa Tengah, Nusa Tenggara Barat, dan Nusa Tenggara Timur.

Kegiatan pendataan ini akan dilaksanakan pada awal September 2018 hingga Oktober 2018. Enumerator yang terpilih wajib mengikuti secara penuh rangkaian acara selama 1 bulan penuh yang terdiri dari pelatihan dan proses pengumpulan data, termasuk di malam hari, akhir minggu, dan hari libur.
Kualifikasi enumerator studi ini adalah sebagai berikut:
1. Berdomisili di provinsi studi
2. Minimal pendidikan SMA dan seterusnya
3. Biasa menggunakan dan memiliki tablet/hp layar sentuh
4. Berpengalaman menjadi enumerator
5. Jujur, bertanggung jawab, dan mampu bersosialisasi dengan baik

7. Bersedia mengikuti seluruh proses pelatihan dan kegiatan pendataan lapangan

RISE Programme in Indonesia (RISE) is an education research program led by the SMERU Research Institute in partnership with the Amsterdam Institute for Global Health and Development (AIGHD) and the Mathematica Policy Research (Mathematica). The five-year program (2017-2022) aims to identify issues facing Indonesia’s education system and to encourage changes in components of the education system, which is a necessity for improving learning outcomes. RISE specifically monitors the implementation of teacher reform in decentralised Indonesia and reviews how far the teacher reform can improve learning outcome. In executing its research agenda, RISE partners with the Ministry of Education and Culture, Ministry of Research, Technology, and Higher Education, and a number of district governments.

Working under the directions of the Deputy Team Leader and in close collaboration with the Research Coordinators, the Programme Manager will manage, supervise, and monitor the implementation of RISE to ensure successful implementation of the program. Specifically, the incumbent will oversee the operations and human resources in order to achieve quality results in a timely manner. The incumbent will also play an active role in liaising with government partners.

This is a mid-to-senior-level position, open only to an Indonesian national.

Responsibilities
  • Manage the program staff, consisting of program officer, program assistant, communications officer, and editor/translator.
  • Work with the leadership and research coordinators to ensure that research activities are implemented without delay and with high quality. This includes ensuring smooth and timely execution of recruitment, contracts, logistics, procurement, and other compliance matters.
  • Work with the leadership and research coordinators to establish workplans and monitor progress against those workplans. This role includes ensuring budget adequacy to carry out the planned work and contribute to the submission of deliverables to the RISE Directorate.
  • Take the lead in preparing quarterly reports, annual reports, and financial reports to be submitted to the RISE Directorate. This includes conducting a monthly financial reconciliation exercise.
  • Support the leadership and research coordinators in communicating and liaising with stakeholders, including RISE Directorate, RISE Intellectual Leadership Team, government officials, funders, partners, and other organizations as deemed relevant.
  • Perform other duties as assigned by the Team Leader or Deputy Team Leader.

Requirements
  • Minimum of five years working experience in managing a program or project, preferably in a research or development setting.
  • Research background or appreciation of quality research.
  • Advanced Microsoft Office skills.
  • Near-native English fluency, as well as advanced writing skills.
  • Organizational, financial-management, people-management, and time-management skills.
  • Excellent communication skills, including openness to working with people from diverse background and personality.
  • High level of resilience, perseverance, and a sense of humor.
  • Bachelor’s degree from a reputable university.
