RISE Programme in Indonesia (RISE) is an education research program led by the SMERU Research Institute in partnership with the Amsterdam Institute for Global Health and Development (AIGHD) and the Mathematica Policy Research (Mathematica). The five-year program (2017-2022) aims to identify issues facing Indonesia’s education system and to encourage changes in components of the education system, which is a necessity for improving learning outcomes. RISE specifically monitors the implementation of teacher reform in decentralised Indonesia and reviews how far the teacher reform can improve learning outcome. In executing its research agenda, RISE partners with the Ministry of Education and Culture, Ministry of Research, Technology, and Higher Education, and a number of district governments.
Working under the directions of the Deputy Team Leader and in close collaboration with the Research Coordinators, the Programme Manager will manage, supervise, and monitor the implementation of RISE to ensure successful implementation of the program. Specifically, the incumbent will oversee the operations and human resources in order to achieve quality results in a timely manner. The incumbent will also play an active role in liaising with government partners.
This is a mid-to-senior-level position, open only to an Indonesian national.
Responsibilities
- Manage the program staff, consisting of program officer, program assistant, communications officer, and editor/translator.
- Work with the leadership and research coordinators to ensure that research activities are implemented without delay and with high quality. This includes ensuring smooth and timely execution of recruitment, contracts, logistics, procurement, and other compliance matters.
- Work with the leadership and research coordinators to establish workplans and monitor progress against those workplans. This role includes ensuring budget adequacy to carry out the planned work and contribute to the submission of deliverables to the RISE Directorate.
- Take the lead in preparing quarterly reports, annual reports, and financial reports to be submitted to the RISE Directorate. This includes conducting a monthly financial reconciliation exercise.
- Support the leadership and research coordinators in communicating and liaising with stakeholders, including RISE Directorate, RISE Intellectual Leadership Team, government officials, funders, partners, and other organizations as deemed relevant.
- Perform other duties as assigned by the Team Leader or Deputy Team Leader.
Requirements
- Minimum of five years working experience in managing a program or project, preferably in a research or development setting.
- Research background or appreciation of quality research.
- Advanced Microsoft Office skills.
- Near-native English fluency, as well as advanced writing skills.
- Organizational, financial-management, people-management, and time-management skills.
- Excellent communication skills, including openness to working with people from diverse background and personality.
- High level of resilience, perseverance, and a sense of humor.
- Bachelor’s degree from a reputable university.
