Yayasan KNCV Indonesia is a newly established non-profit organisation that aims to be a strong local and self-sustaining organization dedicated to the fight against tuberculosis (TB) in Indonesia. Yayasan KNCV Indonesia promotes effective, efficient, innovative and sustainable tuberculosis control strategies in Indonesia. The Technical Officer will provide technical assistance with regards to the PPM priority district activities and other stake holders.

Key Responsibilities include:
  • Provide quality technical assistance to each TA stakeholders (Project Manager, PRs, consultants, stakeholders) in the implementation and monitoring of each TA.
  • Provide support in the implementation of the project activities in the district level
  • Compile, update as needed and distribute training materials to support the implementation of the PPM approach as defined in NTP/MoH policies.
  • Identify potential problems and advise Deputy Project Director on the necessary corrective actions, follow up these actions, and prepare brief monitoring visit reports on findings and recommendations.
  • Ensure smooth implementation of each TA in accordance with agreed plan in selected areas.
  • Assist province and district health office and partners in TA problem solving and encourage sustainability of future implementation within the district.
  • Prepare regular report and recommendations for problem solving/action plan.
  • Contribute to developing of TOR TA plan, review the deliverables on the technical quality.
  • Maintain relations with stakeholders, partners and institutions.
  • Initiates and facilitates discussions with regards to PPM priority district activities at the national and district level.
  • Ensure data collected from field are correct and valid.

Qualifications and Competencies:  
  1. Educational Qualification:
    • Medical Doctor/Officer preferably with NGO background.
  2. Competencies:
    • Minimum of 1-2 years working experience in public health/medical science or management preferably in health/TB control project.
    • Good interpersonal skills
    • Good communication and facilitation skills

RISE Programme in Indonesia is now recruiting for the position of:
Job Title: Communications Officer

Reporting to: Programme Manager

RISE Programme in Indonesia (RISE) is an education research program led by The SMERU Research Institute, funded by United Kingdom’s Department for International Development (DFID) and Australian Government’s Department of Foreign Affairs and Trade (DFAT). In this five-year research program, SMERU is partnering with the Amsterdam Institute for Global Health and Development (AIGHD) and the Mathematica Policy Research (Mathematica) to identify issues of Indonesia’s education system and to encourage changes in components of the education system, which is a necessity for improving learning outcomes. RISE Programme in Indonesia specifically monitors the implementation of teacher reform in decentralized Indonesia and reviews how far the teacher reform can improve learning outcome. 
Under the overall guidance of the Programme Manager, the Communications Officer will lead the implementation of the Research Outreach and Impact (ROI) strategy of RISE. The candidate will also work in close consultation and coordination with SMERU researchers, as well as SMERU’s Head of Communications Section and Institute Secretary.

Tasks and Responsibilities
a. Contribute to the production and distribution of multimedia communications materials for RISE, specifically to:
• conceptualise and design high quality multimedia communications materials, such as 
infographics and short videos
• design publication brochures, leaflets, and presentations in an engaging, visual format.
b. Contribute to the content of RISE website, and dissemination of information through social media platforms, specifically to:
• manage website content, including regular review of existing content and commissioning new content
• write blog posts on RISE research in a layperson language
• manage RISE's social media platforms
• monitor and evaluate website and social media responses, through social and google 
analytics, including the success and failure of research outreach
c. Contribute to the development of the promotion and media strategy to raise RISE profile locally and internationally, specifically to:
• plan events or press conferences, write and issue press releases, arrange interviews and 
compile press kits, and, when requested
• perform ‘damage control’ in cases of incorrect publicity
• analyse media monitoring to assess the effectiveness of media strategies and inform future proactive and reactive research outreach
d. Ensure the effective implementation of the RISE ROI and stakeholder management strategy and plan, such as:
• initiate and maintain regular close relations and communication with RISE funding agencies, 
RISE contractor, partners, advisory committees, consultative stakeholders, relevant stakeholders and wider public.
• conduct regular outreach activities to promote the work of RISE to all major bilateral and multilateral donors so that they are kept regularly informed about our work.
• build strong networks with the media (print, digital, TV and radio.)

Desired Qualifications:
a. Bachelor’s degree in media/communication studies, visual communication design, journalism, public relations or other related social sciences, with at least three years of relevant experience
b. Working experience in the education or socio-economic sector in Indonesia
c. Advanced written and spoken communication skills in Bahasa Indonesia and English;
d. Advanced skills in graphic design, publishing and layout, and photo database management;
e. Experience in the creation of infographics and graphic maps;
f. Proficiency in Adobe Creative Suite applications, preferably InDesign, Photoshop, Illustrator, Premier and After Effects;
g. Experience of producing copy across all media, of promoting social media (Facebook, twitter, 
LinkedIn, YouTube, etc)
h. Excellent knowledge of the regular Microsoft Office applications and web content management systems is an asset.

The Field Assistant for will support the Technical Officers as needed in relation to project activities and the administration collecting and compiling documents, travelling to assist with the administration of project activities in the field.


Key Responsibilities include:

Assist the Technical Officer in respective district in the planning, coordination and administration of successful project activity implementation such as organizing seminars/conferences/workshops, training, meetings (external and internal), presentations, etc.

Draft/type letters, documents and forms related to project activities.

Draft Terms of Reference and arrange for contracts to be prepared when needed.

Prepare travel itineraries and travel advances.

Prepare liquidation report of the duty trips and other project activities that have been completed.

Provide duty trip report and remind other team members to prepare such reports.

Register all in and outgoing mail related to the technical/project units.

Set up appointments/meetings with Government, partner organizations and other stake holders.

Provide information about project activities implemented in the respective area.

Perform other duties and responsibilities assigned by Technical Officer in relation with this role.


Qualifications and Competencies: 

Educational Qualification:

Bachelor degree in management, public health or other related field.

Competencies:

Minimum 2 years’ experience working in administration and health program management ideally in an International non-government organization

Demonstrated experience in project management

Good analytical and problem-solving skills, with a strong eye for detail.

Proactive approach to service provision, as well as the ability to organize partnerships and maintain good relations within internal and external Yayasan KNCV Indonesia

Exceptionally proficient at MS Office suite

Written and oral communication/presentation skills, in both Bahasa Indonesia and English

About you

·       A minimum of master’s degree in relevant academic field (economics, public policy, or other social sciences);
·       At least 5 to 10 years of work experience in social protection systems.
·       Ability to provide technical advisory services are essential, with advanced practical experience in dealing with institutional design and implementation issues, of national government program;
·       Knowledge and experience on Indonesia’s social protection/assistance programs as well as Indonesia’s administration system is an advantage.
·       Experience in designing and planning for operational/technical implementation of a national scale programs as well as in conducting analytical policy making process and program implementation,
·       Proven record of strong client relations, with ability to work in sensitive situations, challenging policy environments, and within GoI institutions / ministries.
·       Demonstrate strong interpersonal skills, including to effectively communicate internally/externally, share information with colleagues, clients and the management; and provide prompt and quality response to client requests.
·       Dedication to work in teams. Able to work very effectively with a range of government agencies, development partners (including donors, multilateral agencies and non-government agencies) and a strong record of working across organizational boundaries is required.
·       Proven excellent presentation and writing skills, including working with time constraints in the preparation of high-quality documents.
·       Ability to prioritize and manage time efficiently. Can handle multiple tasks effectively and coordinate a team to meet deadlines; ability to manage uncertainty and adjust to a changing work program.
·       Fluency in written and oral Bahasa Indonesia and in English.

RISE Programme in Indonesia (RISE) is an education research program led by the SMERU Research Institute in partnership with the Amsterdam Institute for Global Health and Development (AIGHD) and the Mathematica Policy Research (Mathematica). The five-year programme (2017–2022) aims to identify issues facing Indonesia’s education system and to encourage changes in components of the education system, which is a necessity for improving learning outcomes. RISE specifically monitors the implementation of teacher reform in decentralised Indonesia and reviews how far the teacher reform can improve learning outcomes. In executing its research agenda, RISE partners with the Ministry of Education and Culture; Ministry of Research, Technology, and Higher Education; and a number of district governments.

Responsibilities:
  • Supporting the Deputy Team Leader in developing, revising, and adhering to study timelines and budgets.
  • Coordinating with Senior Qualitative Researcher in developing concept notes and preparing field work.
  • Preparing documents for human research ethics submissions, renewals, and amendments such as consent forms, etc.
  • Preparing documents necessary for identifying, screening, recruiting, and training regional researchers.
  • Collecting, organizing and managing data, both primary and secondary, at the central and regional levels.
  • Conducting data analysis and literature review.
  • Contributing to and, in some cases, lead the content and writing of manuscripts, the preparation and revision of research publications, and submission to journals.
  • Supporting knowledge dissemination including articles for websites, policy briefs, and oral presentations.
  • Completing research administrative tasks.
  • Attending seminar, workshop, and training on education research or policy analysis, as well as self-capacity building session.
  • Providing training or workshop relevant to the study (methodology, analysis, etc.).
  • Actively contributing to and learning about qualitative data management.
  • Other relevant tasks as assigned by the Deputy Team Leader

Required qualifications:
  • A Master’s degree in social sciences or political science with a minimum of two years relevant work experience, or PhD degree with at least one year relevant working experience, preferably in policy research or education
  • Has considerable understanding about and experience implementing various qualitative research methods
  • Physically and mentally healthy to conduct field research activities
  • Excellent writing skills
  • Fluency in verbal and written English and Bahasa Indonesia
  • Capacity to work independently as well as in a team
  • Capacity to operate computer-assisted qualitative data analysis software, such as Nvivo, is an asset
