Untuk mendukung program eliminasi TB di Indonesia mencapai target eliminasi TB di tahun 2035, Lembaga Kesehatan Nahdlatul Ulama (LKNU) pada tahun 2018–2020 menjadi Sub Recipient Khusus (SRK) Kementerian Kesehatan Republik Indonesia Sub-direktorat TB dengan dukungan dana Global Fund. Fokus utama SR-Khusus LKNU adalah mendukung penemuan kasus TB, pendampingan pasien TB dan advokasi untuk peningkatan kualitas layanan dan dukungan penanggulangan TBC. 

SR Khusus LKNU bekerja pada 10 Provinsi dan 61 Kabupaten kota di Indonesia. Saat ini LKNU membutuhkan staf untuk mengisi posisi sebagai berikut:

➢ Staf Asisten Program TB Resistan Obat (2 Posisi)
Staf Asisten Program TB Resistan Obat bertanggung jawab dalam mendukung kegiatan TB Resistan Obat dan berkoordinasi dengan Tim Pelaksana Lapangan TB Resistan Obat yang ada di seluruh wilayah cakupan SR Khusus LKNU. Staf Asisten Program TB Resistan Obat bertanggung jawab kepada Koordinator Monev TB Resistan Obat SR Khusus LKNU.
1. Ruang Lingkup Pekerjaan :
  • Membantu proses inisiasi program TB Resistan Obat di wilayah kerja SR Khusus LKNU;
  • Melakukan analisis dan rekapitulasi data kemajuan pendampingan pasien TB Resistan Obat dari Tim Pelaksana Lapangan;
  • Bekerja sama dengan Tim Teknis TB Resistan Obat dalam melakukan review dan verifikasi dokumen laporan program sesuai prosedur dan timeline yang berlaku;
  • Melakukan update database Tim Pelaksana Lapangan secara rutin;
  • Membantu melakukan pemantauan kegiatan manajemen kasus di RS rujukan TB Resistan Obat maupun kegiatan program TB Resistan Obat lainnya di tingkat provinsi dan kabupaten/kota.
  • Membantu menyelenggarakan kegiatan program terkait akselerasi TB Resistan Obat tingkat nasional;

  • Sarjana (S1) Kesehatan Masyarakat, diutamakan peminatan Epidemiologi atau Biostatistik ;

OpRec FHI 360 Consultancy Opportunity for TB Private Sector Project

PositionTitle: Consultant Scope of Work for Strengthening DPPM Stewardship

Introduction

The U.S. Agency for International Development’s (USAID)Tuberculosis Private Sector (TBPS) Activity supports the Government ofIndonesia’s (GOI’s) goal of tuberculosis (TB) elimination by 2030. TBPSsupports a vision for fully scalable, market-based and government-supported PPMprogramming that accelerates private-sector diagnosis, notification, andsuccessful treatment to reduce TB incidence and mortality. TBPS will workclosely with a wide-range of national, provincial, and district-levelstakeholders to achieve the government’s broader vision and support theattainment of goals outlined in the National Tuberculosis Program ‘s(NTP)Strategic Plan to Control Tuberculosis 2016-2020.

The Ministry of Health (MOH) issued inNovember 2017 Guidelines on the Development of District Action Plans (DAP) for Tuberculosis, which clearly outlines a process for multi-sectoral engagement and development of the DAP.[1] The DAP is intended to: 1) outline roles andresponsibilities for the local government and other related parties to improvecommitment and leadership in controlling TB, 2) strengthen TB- related planningand budgeting; 3) improving coordination of activity planning, implementation,monitoring and evaluation. The DAP guidelines recognize that programming mustbe evidence-based with clear medium-term performance indicators and results,clear roles and responsibilities, and address resource and fundingrequirements. The DAP also recognizes that creating political support atprovincial and district levels and multi-sectoral stakeholder engagement iscritical. The role of the consultant will be to support the initialstewardship assessment in North and South Jakarta districts i
 ncollaboration with TBPS’ District Technical Officers and Meridian GroupInternational, Inc.’s Senior Manager, Ms. Cindi Cisek.

DPPMStewardship Strengthening Strategy

The District Public-Private Mix (DPPM) stewardshipstrategy will be designed to support strengthened governance and multi-sectoralengagement for the TB program at the district-level. Each district’s stewardshipstrategy will be tailored to the individual needs and progress of each districtbased on the results of the capacity assessment. We assume that North and SouthJakarta districts will be further along in the DAP process given their previoussupport from The Challenge TB (CTB) project. The firstphase of the DPPM stewardship strengthening will include two key steps: (1)Conduct district-level stewardship capacity assessment for North and SouthJakarta districts; (2) Develop district-specific stewardship strengtheningaction plan to be presented to the district authorities (the Mayor’ssecretariat (sekretaris daya) or TB DAP development team, and the healthdepartment) and major stakeholders where appropriate.

 

1)      Conduct district-levelstewardship capacity assessments. TPBS will conduct district-level capacityassessments that focus on the strengths and weaknesses of each district’s DAP. BothNorth and South Jakarta districts make use of the DKI Jakarta provincial actionplan. The assessment will review strengths and weaknesses of the DAP, interviewapproximately 10 key government and approximately 10 private sector stakeholdersin each district (a list of those to be interviewed with be developed incollaboration with TBPS) and identify opportunities for increased privatesector engagement.

 

-         Generating intelligence: Are DHOsand local stakeholders using an evidence-based approach to understand andanalyze the TB program and to build awareness around the roles of thenongovernment sector including for-profit players? DAP guidelines specificallymention situation analysis, focus group discussions for budget development,advocacy workshop for regulation on DAP, stakeholder dissemination of workshop,data collection, and multi-stakeholder workshops. 

-         Formulating strategic policydirection: Does district have a current, validated TB DAP? What arethe competitive strengths and weaknesses in the TB program and developstrategies and action plans that include the need for increased domesticresource mobilization and a specific role for non-profit and for-profit sectors?What is the overall budget for TB programming at the district-level? Has theDAP been signed/legalized by the authorities, and in which administrative stageis the DAP?

-         Building coalitions andpartnerships: MOHs and stakeholders establishor work through existing platforms for coordinating partnerships and advocatingfor multi-sectoral dialogue. Is there a functional TB Control Development Team,and how often do they meet? Or is the TB DAP development team anad-hoc entity? Who are the non-governmentalstakeholders that participate in the TB control development team (e.g.universities, professional associations, NGOs, and for-profit private sector)?Does the DAP include an activity matrix with overall roles andresponsibilities? What non-governmental resources are contributing to DAP?

-         Ensuringtools for implementation: Do MOH andpartners understand incentives and disincentives that exist and are partnersaware of existing tools including the legal and regulatory framework to overseeTB programming in the private sector?

-         Aligningpolicy objectives and market interventions: Are there existing initiatives that demonstrate how evidence-basedpolicies have led to strategic coordination among public- and private-sectors,including reshaping existing programs or introduction new market-interventionsand/or partnerships.

-         Accountabilityand transparency: Are thereappropriate data systems to provide data to track performance includingappropriate data from private partners to understand overall TB programperformance?  The key goal will be tomove from policy dialogue to action, implementing specific multi-sectoralinitiatives. 

 

Theassessment willalso determine the strengths and weaknesses of the district’s TB DAPdevelopment team and to what degree there is a strong multi-sectoralrepresentation. Meridian will develop and pilot a district-level capacityassessment tool to be used at the district-level, which will be refined inclose collaboration with the consultant and TBPS team.

 

Deliverables:  1) Written comments (in English) provided on thedraft capacity assessment tool; 2) written notes (in English) from eachinterview (1-2 pages per interview) in district-level capacity assessment forNorth and South Jakarta; 3) Writing of specific sections of the district-levelcapacity assessment reports (in English) for North and South Jakarta (to bedetermined).

 

2)      Develop district-levelstewardship strengthening action plans. Based onthe findings of the capacity assessment, TBPS will develop several keyrecommendations for the Mayor’s Secretariat and/or TB DAP Development Team toconsider in terms of concrete actions for further strengthening implementationof the DAP and multi-sector coordination. The consultant will develop aPowerPoint presentation (in Indonesian and English) that summarizes the district-levelcapacity assessment report findings and strategic recommendations to the TBControl Development Teams. The consultant will facilitate discussion with keystakeholders to determine any agreed upon action points to be included in theDAP.

 

Deliverables: 1)PowerPoint presentation (in Indonesian and English) developed to include keyfindings and recommendations on concrete actions for further strengthening DAPand multi-sector coordination; 2) Presentation delivered to key stakeholdersfrom the Mayor’s Secretariat and/or TB DAP Development Teams for both North andSouth Jakarta and the provincial health office DKI Jakarta.

ConsultantRequirements

§  At least 7 years’ professional experience in medical/healthrelated fields. Preferred (not mandatory) Master’s degree in a public health, medicine/pharmacology,or other related discipline.

§  Some private sector experience in Indonesia, either inservice-delivery setting, working through NGOs, or pharmaceutical companies.

§  Familiarity with MOH’s National TB strategy through previous workexperience related to the MOH.

§  Experience developing interview questionnaires, and conductinginterviews with senior level professional health officials

§  Fluency in Indonesian and strong writing, communication, andreporting skills

§  Fluency in English is desirable

§  Excellent interpersonal and communication skills

§  Ability to work within tight deadlines

§  Flexibility, adaptability, and resourcefulness

The USAID Jalin Project (hereafter referred to as “Jalin” or the “Project”)
is a five-year initiative implemented by DAI Global, LLC and its consortium
of partners – IntraHealth, Vital Strategies, and Market Share Associates.
The overall goal of Jalin is to contribute to national goals to accelerate
maternal and newborn mortality reduction. Indonesia has these national
goals, and they have been recently reconfirmed at Presidential
level, because the maternal and neonatal mortality rates are among the
highest in the region, they are far above the Sustainable Development Goals
targets; and they have stagnated in recent years. The overarching problem
that Jalin is striving to solve is: the quality of care accessible to
mothers and newborns is uneven across the country as seen in both public
and private facilities at both primary and secondary levels of care.



USAID Jalin aims to contribute to national goals to reduce maternal and
newborn mortality through improvements in MNH quality of care in public and
private, primary and secondary facilities at scale; and through
improvements in the efficiency and effectiveness of emergency
referral systems at community and facility level at scale. To achieve these
high level results, Jalin will be working to support: a) sustained
improvements in practice by clinical hospital teams in treating obstetric
and newborn complications; b) stakeholder strategies that are more focused
on the main causes of maternal and neonatal death; c) sustained
improvements in quality of care by private midwives; d) integrated ICT
referral platforms that are scaled; and e) improved referral networks that
are scaled.



*Duties and Responsibilities*

The Technical Lead will work with IntraHealth International, a sub partner
to DAI on Jalin, and will be based in Jakarta at the DAI Office. S/he works
closely with all Jalin staff to oversee and contribute to activity
implementation and effectively communicate Jalin approaches, activities,
outputs, and impacts with USAID, the Government of Indonesia, and other
audiences. This person reports directly to the Portfolio Manager for
day-to-day technical supervision.

The Technical Lead is responsible for managing, monitoring, and reporting
on the progress of IR 3.1 – Reviving and strengthening Bidan Delima as part
of the Jalin Results Framework (RF). The Technical Lead will work with
Jalin staff and external stakeholders to strengthen quality of care
provided by midwives to mothers and newborns, with special attention to
strengthening Bidan Delima in Jalin provinces through mentoring and
certification of private midwives. The Technical Lead will identify
technical assistance (TA) needs for activity implementation and collaborate
with the Program Management Lead for efficient work planning, financial
management, procurement and activity monitoring/reporting.

Specific responsibilities of the Technical Lead include, but are not
limited to:

·       Lead the planning, implementation and reporting of assigned
activities in accordance with the approved workplan

·       Working collaboratively, provide appropriate technical guidance to
Jalin, the MOH, and implementing partners, and communicate within and
across the portfolio teams to share and receive lessons learned

·       Lead in relationship management and collaboration with external
stakeholders and organizations

·       Participate at national and international meetings and conferences
as required to represent Jalin and/or assigned activities

·       Support the recruitment and selection process for short-term
consultants, subcontractors, grantees or other service providers to support
assigned portfolio

·       Conduct monitoring visits to ensure the successful implementation
of activities and coordinate with the MELA team to document progress
towards milestones

·       Author weekly, monthly and quarterly reports (to MOH, USAID etc)
for assigned portfolio

·       Coordinate with others in the technical team to produce project
success stories, lessons learned, fact sheets, or other project
communications projects as assigned

·       If required, represents the project at a variety of national and
international health and development fora, as requested.

Loker Field Staff NLR


NLR adalah organisasi profesional yang bekerja di bidang kusta dan disabilitas di 16 negara endemik kusta. Setiap tahun, sekitar 219.000 orang di seluruh dunia didiagnosis menderita kusta. Indonesia menempati urutan ketiga, dengan tingkat disiabilitas yang relatif tinggi. NLR, dengan Kantor Internasionalnya di Amsterdam, telah mendukung proyek-proyek di Indonesia sejak tahun 1967. Mitra utama NLR Indonesia adalah Kementerian Kesehatan (Kemenkes) dan kegiatannya sejalan dengan kebijakan dan prioritas Departemen Kesehatan. Di tingkat provinsi, Penasihat Teknis Program Pengendalian Kusta (LCTA) memperkuat kapasitas staf kesehatan pemerintah provinsi dan kabupaten untuk meningkatkan kualitas layanan kusta. Selanjutnya untuk mendukung pengendalian kusta, program Inklusi dan Disabilitas NLR Indonesia bertujuan untuk mendukung dan memajukan rehabilitasi holistik berbasis masyarakat dan pembangunan inklusif yang berkelanjutan bagi para penyandang disabilitas, termasuk anak-anak disabilitas dan orang-orang yang terkena kusta.

 Saat ini kami membutuhkan tenaga Field Staff untuk ditempatkan di Pasuruan dan Pamekasan.

PEP++ Field Staff melakukan kegiatan sebagai bagian dari proyek penelitian PEP++ di tingkat sub-distrik. Field Staff bertanggung jawab untuk koordinasi dan administrasi proyek PEP++ di area tempat mereka bekerja, bekerja sama erat dengan layanan kesehatan setempat. Ia juga bertanggung jawab atas kualitas pengumpulan data.

Tugas dan Tanggung Jawab
> Membantu Koordinator Distrik PEP++ untuk menyiapkan tim kesehatan setempat untuk memulai kegiatan proyek di tingkat sub-distrik.
> Memastikan ketersediaan bahan, seperti: tes penyaringan, formulir untuk pencatatan dan pelaporan, pengobatan, dll berhubungan dengan PEP++ Supervisor
> Membangun dan mengembangkan jaringan di sub-distrik untuk membantu memastikan keberhasilan proyek
> Membentuk mekanisme koordinasi yang efektif di antara berbagai pemangku kepentingan di tingkat kecamatan
> Mengatur pertemuan PEP++ tingkat kecamatan
> Menghadiri pertemuan PEP++ atas permintaan PEP++ Supervisor di tingkat kabupaten
> Membantu PEP++ Supervisor untuk menyelaraskan perencanaan tingkat sub-distrik dengan siklus perencanaan tingkat kabupaten untuk proyek PEP++
> Membantu PEP++ Supervisor dalam membuat kalender operasi tahunan - Gantt chart
> Menerapkan berbagai komponen proyek penelitian, termasuk studi samping, sesuai perencanaan
> Memastikan pasokan bahan, obat-obatan, formulir secara terus-menerus, dll. Dengan berhubungan dengan PEP++ Supervisor
> Menerjemahkan bahan (indeks, kontak dan formulir efek samping, kuesioner studi persepsi) dan melakukan uji lapangan untuk formulir dan kuesioner
> Memastikan bahwa dokumen proyek dan prosedur operasi standar diikuti ketika kegiatan proyek dilaksanakan
> Memastikan pengumpulan data yang berkualitas baik, validasi data dan pengelolaan yang tepat dari formulir pendaftaran (berbasis kertas serta register elektronik)
> Memantau dan awasi pekerjaan staf lain (staf kesehatan dan pekerja / relawan masyarakat) yang terlibat dalam kegiatan proyek PEP++
> Ambil bagian dalam studi sisi (mis. Studi persepsi dan penerimaan)
> Menggunakan sistem pencatatan dan pelaporan untuk pencatatan dan pelaporan di tingkat kecamatan
> Menyerahkan laporan kemajuan dan keuangan yang tepat waktu kepada PEP++ Supervisor
> Setiap tugas lain yang terkait dengan pelaksanaan proyek riset PEP++

2. Lulusan Sarjana Keperawatan atau Keperawatan atau Kesehatan Masyarakat (Biostatistik / Epidemiologi)
3. Memiliki pengalaman magang di Puskesmas dan / atau fasilitas kesehatan lainnya akan menjadi nilai tambah
 4.       Pengalaman yang terbukti dalam riset operasional.
 5.       Kemampuan untuk menganalisis dan menginterpretasikan data.

Currently Yayasan KNCV Indonesia is looking for a:
Project Coordinator
Duty Station : Jakarta

The Project Coordinator will lead the project, playing a strategic role in the management and technical side of the project, and ensure the objectives are achieved.

Working closely with the Technical Team, the Project Coordinator will be responsible for day to day planning, budgeting, implementation, monitoring and reporting of the project activities. S/he is responsible to ensure the implementation of activities adheres to YKI and donor requirements and leads to the project objectives/deliverables.

Key Responsibilities include:
Develop the implementation plan, considering the strategy to ensure that the planned activities will meet the agreed time lines and objectives.
Coordinate and provide technical assistance to the implementation of the activities.
Preparing the TOR activity, timeframes, schedule and budget.
Develop regular report on the project progress.
Together with the financial staff provide monthly analysis of budget absorption and expected results.
Coordinate with the DHO, health facilities and other relevant stake holders to set develop activity plan and timelines.

Qualifications and Competencies:
Educational Qualification:
Medical Doctor, preferably with a masters’ degree in public health, epidemiology or other relevant additional education.
Skills and Competencies:
Minimum 5 years’ experience working in health sector.
Proven experience in developing of the community network and advocacy.
Demonstrated understanding and experience in budget setting and management.
Excellent analytical and problem-solving skills, with a strong eye for detail.
Proactive approach to service provision and government, as well as the ability to organize partnerships and maintain good relations within internal and external Yayasan KNCV Indonesia.
Clear interest and experience in non-government development work.
Excellent facilitation and management skills.
Proficient at MS Office.
Strong written and oral communication/presentation skills, in both Bahasa Indonesia and English.
Ability to create a supportive working environment amongst all staff.
Ability to work as part of a multi-cultural team and independently.
Professional, self-motivated and willing to learn.
Ability to work under pressure, prioritise, schedule and balance workloads in the face of conflicting and uneven demands to meet deadlines.
Diligent and honest with the ability to work well in a complex environment.
